The example of the rise and fall of the paper industry in the Town of Menasha serves us as a lesson about memory. More specifically, the shutdown of the Menasha Utilities Steam Plant and the subsequent $40 million debt accumulated on the city helps to show that, no matter how strong a city may seem in a certain aspect (in this case, economically), there is always the potential to fall or succumb to an outside pressure that knocks down the once ‘mighty giant’.
